The Chain of Responsibility System, or COR system, establishes a legal liability for businesses which consign, pack, load or receive goods as part of their business. Where there are breaches of the Heavy Vehicles National Law (HVNL), the business can be legally liable for breaches of the HVNL, even where the business has no direct role in driving or operating the heavy vehicle involved in the breach. This liability is applicable to the actions or inactions of all parties concerned.
